A more compelling question, perhaps, is not, “What are the Bush administration’s motives in pursuing an agenda of compassionate conservatism?” but, rather, “How can the social work community operate within the framework of this
agenda—which seems to be as strong today as it was when it was introduced—to ensure that the social welfare system in the United States is not dismantled to the point at which it no longer is responsive to the needs of the country’s citizens and incapable of being rebuilt without a huge investment in public funds?”
