In the ensuing years, amendments to the
Social Security Act extended each of these titles to cover more people. Social insurance later added health insurance (Medicare); and a health assistance program (Medicaid) was instituted for recipients of public assistance. The ADC assistance category was redefined as Aid to Families with Dependent Children (AFDC), and an AFDC–Unemployed Parent (AFDC-UP) provision was added so states could assist families under
limited circumstances when an employable un-employed male was in the home. Only a few states opted to implement the AFDC-UP provisions. As requirements for participating in these programs became less stringent in the 1960s and 1970s, welfare rolls increased dramatically.
