When he became President of the United States in 2000, George W. Bush ushered in a new era of social welfare policy. He argued that government cannot solve every problem, but it can encourage people and communities to help themselves and to help one another. He asserted that the truest kind of compassion is to help citizens build
lives of their own and termed his philosophy and approach compassionate conservatism: It is compassionate to actively help fellow citizens in need, yet conservative to insist on responsibility
and results.
